Man Utd PGMOL Complaint: What Are The Chances of Success?
This analysis validates the frustration of supporters regarding recent officiating standards whilst grounding expectations with the reality of historical PGMOL precedents.
Manchester United are preparing to lodge a formal complaint with the refereeing organisation, PGMOL, following a highly controversial 2-2 draw against Bournemouth. Interim manager Michael Carrick did not hesitate to criticise the officiating in Friday’s Premier League fixture, describing the decisions as “astonishing” and “baffling” amid the chaos on the pitch.
The furious reaction from the travelling Manchester United hierarchy stems from a catalogue of inconsistent penalty decisions. Whilst the visitors were awarded a penalty for a shirt pull on Matheus Cunha during the first half, they were denied a spot-kick when Amad was dragged to the pitch by Adrien Truffert. Moments after that denial, Harry Maguire was sent off for a similar pull on Evanilson, resulting in a penalty that levelled the scoreline.
The perceived double standard has prompted the club to demand dialogue with PGMOL chief Howard Webb. But what exactly are Manchester United hoping to achieve, and what are their realistic chances of success?
The anatomy of an astonishing fixture
To understand the club’s frustration, one must examine the timeline of offences. The fixture at the Vitality Stadium was a chaotic encounter, heavily influenced by decisions made by the officials. Firstly, Manchester United took the lead when Alex Jimenez was penalised for pulling Matheus Cunha inside the penalty area. Bruno Fernandes calmly converted the resulting spot-kick to make it one-nil.
The core of the controversy arrived shortly after the interval. Amad advanced into the penalty area and was pulled down by the two arms of Bournemouth defender Adrien Truffert. Referee Stuart Attwell waved play on, and the video assistant referee deemed the contact insufficient to overturn the on-field decision. Within seconds, Bournemouth transitioned up the pitch, and Ryan Christie scored the equaliser.
After a James Hill own goal restored the advantage for the visitors, the defining moment occurred. Maguire placed two hands on Evanilson in the penalty area. Attwell immediately awarded a penalty to Bournemouth and dismissed the England international with a straight red card. Junior Kroupi scored the penalty to seal the 2-2 scoreline.
What are the chances of a successful PGMOL complaint?
Manchester United are seeking clarity on the threshold for intervention. They want to understand why the officials did not recognise the foul on Amad, especially after a remarkably similar offence was punished at the other end of the pitch. However, historical precedent suggests that the club’s chances of achieving anything beyond a written apology are practically nil.
When a club files a formal complaint to the PGMOL regarding a subjective refereeing decision, the organisation reviews the audio and the footage. If they conclude that a clear and obvious error was missed, Howard Webb will typically contact the aggrieved club to apologise. He may also publicly acknowledge the mistake on official broadcast programmes.
Crucially, an apology does not alter the league table. The result of the fixture is final. Manchester United will not be awarded extra points, nor will the fixture be replayed under any pretence.
Precedents: The apology without a cure
Recent Premier League history is littered with clubs demanding answers from the PGMOL, only to receive hollow victories. In October 2023, Liverpool were denied a legitimate Luis Diaz goal against Tottenham Hotspur due to a catastrophic communication breakdown. The PGMOL quickly issued a statement admitting a “significant human error” and eventually released the audio of the incident. Despite the unprecedented nature of the mistake, Liverpool received no material compensation, and the result stood.
Similarly, Arsenal released a staunchly worded club statement in November 2023, supporting their manager after he called the decision to allow a Newcastle United goal an “absolute disgrace”. The North London club demanded an improvement in refereeing standards. The PGMOL noted the complaint, but no points were awarded.
Nottingham Forest took a more aggressive approach in April 2024, accusing the video assistant referee of bias after they were denied three separate penalties against Everton. Forest ultimately faced charges from the Football Association for bringing the sport into disrepute. Manchester United’s complaint regarding the Amad penalty claim falls firmly into this category. The most they can expect is a private admission that Truffert should have been penalised. It will provide little favour to a squad chasing crucial points amongst the elite of English football.
The separate issue of Harry Maguire’s red card
Whilst the club cannot appeal the 2-2 scoreline, they do have a separate avenue regarding Maguire’s dismissal. Manchester United can submit a claim of wrongful dismissal to the Football Association to ensure his upcoming suspension is cancelled. Appealing a red card requires a different strategy. The club must prove that Attwell made an obvious error in sending the central defence stalwart off.
Historically, successful red card appeals are entirely possible. In August 2023, Liverpool successfully overturned a three-fixture suspension for Alexis Mac Allister after an independent regulatory commission agreed his challenge against Bournemouth did not warrant a red card. Likewise, Bruno Fernandes had a red card rescinded in September 2024 following a controversial dismissal against Tottenham Hotspur.
However, Maguire’s situation is legally complex. If the disciplinary panel agrees that Maguire committed a foul, the laws of football offer him little protection. Under the current regulations, a player who denies an obvious goalscoring opportunity inside the penalty area is only spared a red card if they make a genuine attempt to play the ball. Because Maguire pulled his opponent, it is categorised as a holding offence. There was no attempt to play the ball. Therefore, if the foul is upheld, the red card must also be upheld.
A sombre reality
Ultimately, Manchester United have been left to ruminate on a fixture that got away from them. The feeling of injustice will galvanise the dressing room, but it will not improve their position. The PGMOL complaint will serve its purpose by highlighting the inconsistency that plagues top-flight football. Fans and pundits alike recognise the frustration of seeing identical challenges yield completely different outcomes.
Yet, as Carrick acknowledged in the immediate aftermath of the fixture, there is a sombre reality to the situation. “Once it is done, it is done,” the manager stated. “Whether they apologise or not, it is done now.” Manchester United must channel their fury into their upcoming fixtures. The points dropped on the south coast cannot be recovered, regardless of how many statements are issued or apologies received. The true test of their calibre will be how they respond when they step back onto the pitch, putting on the famous red kit and lacing up their boots after the international break.
